Initially, miners perform PoW to create empty blocks. These blocks are then filled with transactions and validated by randomly chosen stakeholders. PoA enhances security by leveraging the energy-intensive PoW process and the economic stake in PoS. This dual-layer approach aims to improve network efficiency and security. It also reduces the energy consumption associated with traditional PoW while maintaining decentralization.
